Gladstone introduces city budget

GLADSTONE — The city of Gladstone’s proposed $19.2 million budget for its 2020-21 fiscal year was formally introduced during a brief meeting of the Gladstone City Commission Monday.

City Manager Eric Buckman spoke about the budget at Monday’s meeting. Before the meeting, the city commission had spent more than a month gathering information from department heads and had held budget workshops on Feb. 17 and 18.

Some clerical changes were made to the proposed budget between the February workshops and Monday’s meeting.

“It had the changes that they recommended from the (workshops),” Buckman said after the meeting.

Under the proposed budget for the 2020-21 fiscal year, total revenues for the city’s general fund were estimated as being $4,001,737. Expenses were also estimated as being $4,001,737.

The revenue amount would mark a slight increase from revenue in the 2019-20 fiscal year’s budget, which was estimated to reach $3.86 million by the end of the fiscal year; revenue in the 2018-19 budget, which was recorded at $3.7 million; and revenue in the 2017-18 budget, which was recorded as $3.38 million.

For the public safety department, which is part of the general fund, the proposed budget for 2020-21 was listed as $1,466,001. The department’s budget for 2019-20 was estimated as being $1,303,001.

For the water fund, revenues in the proposed 2020-21 budget were estimated as being $1,104,929.54; for the wastewater fund, revenues were estimated as being $1,460,601; for the electric fund, revenues were estimated as being

$4,512,623; for the major street fund, revenues were estimated as being $710,607; and for the local street fund, revenues were estimated as being $612,600. Expenses for all funds were estimated as being equal to their revenues.

Commission members unanimously accepted the budget’s introduction during Monday’s meeting. As part of the meeting, an initial public hearing for the budget was held. No comments were made during the public hearing.

According to Buckman, this will not be the last public hearing on the budget.

“There’ll be one more public hearing on the 30th,” he said.

In other business, the commission:

– approved a resolution asking the state government to consider the Gladstone High School Baseball Boosters’ application for a raffle license.

– appointed Pete Ross and Cory Nelson to the planning commission.
