Escanaba City Council to hold public hearings on electric, water rate ordinances

ESCANABA — Escanaba City Council members will hold public readings and consider several agenda items Thursday.
The meeting is scheduled for 7 p.m. on Thursday at City Hall, 410 Ludington St., Room C101.
The council will hold the first reading of the city’s electric rate ordinance, which sets utility rates for the upcoming fiscal year.
As currently written, the ordinance sets the monthly residential energy rate at $0.11364 net per kilowatt-hour (kWh), applicable to residential customers for all uses except those otherwise specially rated.
A monthly commercial energy rate of $0.10632 net per kWh would apply to commercial customers for all uses except those otherwise specially rated, according to the proposal.
The first reading of the city’s water utility rates ordinance for the upcoming fiscal year will also be conducted.
The ordinance currently states customers would be billed $7.37 net per 1,000 gallons of metered water used each month. In addition to usage charges, there is a monthly “availability” charge that depends on the size of the customer’s water meter.
Ordinance details are subject to change pending council review.
In other business Thursday, the council will:
Hold the final public hearing on the FY2026-27 city operating budget which, if approved as it is currently written, would establish a city millage rate of 17.442. The council has held four public hearings and three budget work sessions on the budget.
Hear a presentation from John Stapleton, director of the Delta Area Transit Authority, on the Aug. 4 millage and expanded service ballot proposal. If approved in August, the eight-year millage would replace existing city and township transit millages — currently 0.6 mills in Escanaba and Gladstone and 0.5 mills in seven participating townships — with a single countywide rate of 0.689 mills.
Hold the first reading of an ordinance to make appropriations and corresponding revenues for the fiscal year ending June 30, 2027. The council would also approve a tax levy, authorize appropriations to implement the FY2026-27 operating budget and set a date for the second reading, public hearing and adoption of the ordinance.
Hold the first reading of the city’s tax levy ordinance. According to the agenda item request, the city charter requires the city, by ordinance, to levy taxes that may be necessary to meet the appropriations’ needs for the upcoming fiscal year budget.
