Senate Bill 23, Authorize prison for “porch pirates”: Passed 106 to 3 in the House

To make stealing or intercepting mail or packages left in or near a person’s mailbox a crime, with penalties of up to one year in jail and a $500 fine for a first offense, and for a second and subsequent offense, up to five years in prison and a $1,000 fine. The Senate has since concurred with the House changes and sent the bill to the governor for approval.

House Bill 4373, Permanently revoke doctor license for sex crime: Passed 108 to 1 in the House

To authorize the permanent revocation of medical professional’s license or registration if he or she is convicted of engaging in sex with a patient under pretext of giving medical treatment. This is one of the legislative responses following the MSU sex abuse scandal.

Senate Bill 309, Impose $50 tax on tow trucks: Passed 38 to 0 in the Senate

To impose a $50 annual “motor carrier” fee on tow trucks and wreckers used in “nonconsensual towing operations” within the state, which usually means removal of illegally parked cars.

Senate Bill 340, Authorize remote “satellite” pharmacies: Passed 32 to 6 in the Senate

To permit “remote pharmacies” that use a “telepharmacy system” to sell prescription drugs, in which a “continuous, real-time audio and video link to connect a pharmacist parent pharmacy with a remote pharmacy operated by the parent pharmacy.” Licensed “pharmacy technicians” at the remote site would dispense drugs under the remote supervision of a licensed pharmacist under rules and restrictions specified in the bill. Among other provisions the bill would require that patients be able to communicate with the licensed pharmacist through the system.
