Escanaba City Council to decide on rezoning ordinance

ESCANABA -- The Escanaba City Council is set to hold the second reading, public hearing and potential adoption of an ordinance that would rezone 113 S. 10th St., which would allow a homeless shelter to be built on the property.

The meeting is scheduled for 7 p.m. today at City Hall, 410 Ludington St., Room C101.

The controversial ordinance has been a topic of conversation over the past few city council and planning commission meetings. In August, the planning commission unanimously voted to deny the rezoning, reportedly stating a shelter in the commercial district was not in accordance with the city's master plan.

“Hope on the Horizon” -- an organization waiting on paperwork to become a 501(c)(3) nonprofit -- began seeking property about three years ago, applicant Laurie Kaski-Hammar previously told the planning commission. The organization's goal is to provide to individuals and families in need with services that may gradually increase in time.

A decision on the rezoning is expected to be made this evening.

In other business, the council is will:

-- Consider approval in support of the Escanaba High School's Homecoming activities to put up a stage on 11th Street with a band as part of an All Class Reunion on Friday, Oct. 9, from noon to 8 p.m. The specific event times are listed in council's agenda as 4 to 5 p.m. and 5:30 to 6:30 p.m. following the homecoming parade.

-- Consider approval to close the 1000 and 1100 blocks of Ludington Street and 11th Street to the alleys for a Spooktacular Trunk-or-Treat event on Sunday, Oct. 18, from 3 to 7 p.m. The event time is listed as 4 to 6 p.m.

-- Consider approval of a resolution naming City Controller and Interim City Manager Melissa Becotte as the authorized agent to sign documents for the Michigan Department of Transportation (MDOT) US-reconstruction project.

-- Consider approving an allocation of $3,300,000 for the city's costs for work done by MDOT within the MDOT right-of-way (ROW) corridor. The city’s costs include, but are not limited to, installation of the water main, city-side lead service line (LSL) replacements and bike path construction regarding the city’s participation in the project.
