House Bill 4712, Retroactively increase state subsidies for a particular developer: Passed 29 to 7 in the Senate

To retroactively make a particular developer’s project eligible for increased “refundable” state business tax credits under a suspended program that authorized actual cash payments from the state treasury to a relative handful of companies and developers approved by state officials. The bill would allow the particular developer to “shuffle” the credits/subsidies he was granted between two separate projects in a way that maximizes how much is collected.

The bill would also increase the total subsidies the developer will receive, and allow another five years to complete the project. The House Fiscal Agency estimates this will result in a $12.8 million increase in either foregone state revenue, or in actual cash disbursements to this developer.

House Bill 4295, Reduce restrictions on getting marijuana business license: Passed 35 to 1 in the Senate

To no longer disqualify applicants for a marijuana business license who have a criminal record consisting of a serious marijuana-related conviction. Also, to make an exception in the licensure law that would make the spouse of an elected or regulatory body official, or a person who works for another unit of government, eligible to get a license. The exemption would not apply if the spouse works for the state marijuana regulatory agency.

Senate Bill 578, Authorize more drug overdose treatment sources: Passed 35 to 0 in the Senate

To exempt “community-based organizations” from liability for distributing “opioid antagonists,” which means heroin overdose type drugs. The bill defines these to mean a “public or private organization that provides health or human services including a nonprofit organization, a social service provider, or an organization providing substance use disorder prevention, treatment, recovery, or harm reduction services.”

House Bill 4711, Allow beer sales at Eastern Michigan University and Oakland University baseball games: Passed 102 to 4 in the House

To authorize liquor licenses allowing alcohol to be sold at the Eastern Michigan University and Oakland University baseball stadiums when leased to a private “Northwood League” that organizes games during summer where 22 collegiate baseball teams compete.

House Bill 4087, Epidemic response bills – stockpile for the next one: Passed 35 to 0 in the Senate

To require the state health and welfare department to maintain in the future “a stockpile of materials and supplies that will be necessary to respond to a disaster or emergency.”
