Road repairs

In Pennsylvania, a portion of highway, a very busy highway, collapsed after a truck fire or causing a fire, whatever the cause. 12 days later, that road has been re-built and re-opened. So, it is only a “temporary” repair. It looks pretty good to me.
In Florida, a hurricane took out a bridge to Sanibel Island. 30 days later, the bridge had been re-built and re-opened.
Escanaba, Michigan. Stephenson Avenue was torn up in the early summer of 2022. It is now summer of 2023. Still torn up. In fact, it looks like they are preparing to tear up more of the street. I haven’t checked in a day or two. South 10th Street was torn up weeks ago. South 15th, a short time later.
My simple question: Who is responsible?
P.S. We just came back from a trip to Green Bay. From Abrams down, there is new, smooth asphalt, so I know it can be done if it is really needed. If I lived on Stephenson Avenue, I would feel that it is needed. Two years, and no sign that it will be done anytime soon. I don’t know. Maybe I will be surprised.
