Brownfield Authority appointment on agenda for Delta County Board

ESCANABA -- The Delta County Board of Commissioners will convene tonight to discuss a potential appointment to the Delta County Brownfield Authority, among other agenda items.

The board’s regular meeting will be held at 5:15 p.m. in the boardroom at the Delta County Service Center, 2920 College Ave.

According to the board's agenda, one new application has been received requesting appointment to the Delta County Brownfield Authority.

The board is looking to appoint four total members to the authority alongside Delta County Commissioner Christine Williams. Individuals with experience in real estate, development, banking or finance are especially encouraged to apply.

At the board's Sept. 4 meeting, Rawan Hinzman was appointed to fill an open seat on the county's Brownfield Authority.

The authority was reportedly created to support the redevelopment of distressed, contaminated or functionally obsolete properties throughout the county known as “brownfields."

The United States Environmental Protection Agency (EPA) defines a brownfield as, “a property, the expansion, redevelopment or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant or contaminant.”

The Environmental Law Institute states brownfields can also include commercial buildings with little or no environmental contamination.

In other business, the council is expected to:

Consider a request from administration to complete the fiscal year (FY) 2027 budget process and to close out the FY 2026 budget. Commissioners are also expected to consider approval and adoption of the FY 2027 proposed budget, among other budgetary motions.

Consider an initial work agreement for the FY 2027 Emergency Management Performance Grant, which Emergency Management Coordinator Paul Geyer says helps offset the salary of his position.

Consider a letter of engagement for services of legal counsel between the county and Foster, Swift, Collins & Smith, P.C. to oversee the MERS Defined Benefit liberation.

Consider the adoption of various policies to be placed in the Delta County Policy and Procedure Manual that were recommended to the board by the county's personnel committee.
