Escanaba School Board establishes Catherine Locke Livermore Memorial Scholarship

ESCANABA -- The Escanaba Area Public Schools (EAPS) Board of Education has officially established the Catherine Locke Livermore Memorial Scholarship.

Funded by a $3.65 million gift from the estate of Dr. David Millard Locke, the son of Catherine Locke Livermore, the endowment will provide scholarships to Escanaba Jr/Sr High School graduating seniors.

“It’s going to be incredible,” Fletcher said at the board's regular meeting Monday.

Dr. Locke, who died in 2025, made the donation to the school in honor of his mother, Catherine, who worked in education for nearly forty years. A 1918 graduate of Escanaba High School, she spent much of her career as a teacher and principal in Escanaba Area Public Schools.

Each year, scholarship funds will be distributed equally among three categories. The first will support graduating seniors pursuing careers in education. The second will recognize well-rounded students who meet established academic and extracurricular criteria. The third will be awarded to students who attempt the AP Capstone Diploma program.

Allocations will be awarded to recipients in each class in amounts not to exceed $10,000 per recipient. The total annual scholarship distribution from the Catherine Locke Livermore Memorial Scholarship will be based on the spending policies of the Comingled Scholarship Fund.

Any unused annual scholarship funds will remain invested.

Also on Monday, the board approved a Schools of Choice resolution that opts the Escanaba Area Public Schools district in for both Section 105 and 105c in the State School Aid Act.

The Schools of Choice provisions in Section 105 and 105c of the State School Aid Act allow local school districts to enroll nonresident students and count them in membership without having to obtain approval from the district of residence.

Section 105 permits local school districts to enroll students who reside in other local school districts within the same intermediate school district, while Section 105c allows enrollment of students who reside in school districts located in contiguous intermediate school districts.

A district can choose neither, either or both. This is an annual opt-in, so the district passes a resolution each year.
