Delta County Board to continue discussing Headlee Rollback

ESCANABA — The Delta County Board will continue its discussion of the Headlee Rollback and the possibility of placing a millage override proposal before voters on the November ballot during its meeting tonight.

The regular meeting will be held at 5:15 p.m. in the boardroom at the Delta County Service Center, 2920 College Ave.

The Finance Committee is seeking input on the potential of asking county voters to restore the millage rate to its originally approved rate by removing the Headlee Rollback.

Headlee is a 1978 Michigan constitutional amendment that requires local property tax rates to be annually adjusted, or rolled back, so they increase no more than the rate of inflation.

According to the meeting agenda, the proposal is being discussed now “due to the reduction in tax revenue due to the Headlee Rollback, as seen in fiscal year 2025.”

It further states, “County expenditures have been steadily increasing and will outpace revenues. They are projected to continue on this trajectory if the County maintains the same service levels and does not find ways to increase its revenue.”

Under the Delta County General Operating Millage Override Proposal, voters may be asked to return, or override, the Delta County Operating Millage rate from the current 4.9804 mils back to the statutory rate of 5.4500 millage rate, allowing the county’s general fund to capture the full millage approval rate as established in 1976.

The board agenda includes a Headlee Rollback and Headlee Override fact sheet that further details the Headlee Amendment, its impact and the impact of Proposal A legislation.

Community members can express questions and concerns during public comment this evening.

Other business to be discussed includes, but is not limited to:

— A potential Request for Proposals (RFP) for renovations within the Delta County Service Center to outfit offices for the Delta County Dispatch Center. As currently written, the selected firm will provide architectural, mechanical, electrical, structural (if required), communications, security and related engineering services necessary to prepare construction documents and assist the county through project completion.

— A request to fill the grant funded position of Court Services Liaison/ Drug/Sobriety Court Case Manager that was vacated by the resignation of the current case manager. The 94th District Court is also requesting a lump sum pay out for the current case manager.

— A potential side by side purchase for the Delta County Parks.
