Delta County Board to consider MDOT property proposal, Headlee Millage Override

ESCANABA — The Delta County Board is scheduled to meet today to consider several agenda items, including matters involving a fairgrounds property-related request from the Michigan Department of Transportation (MDOT) and the State-issued Headlee Rollback.

The regular meeting will be held at 5:15 p.m. in the boardroom at the Delta County Service Center, 2920 College Ave.

According to the meeting agenda, the board will review a proposal submitted by MDOT through Paul Rodman seeking consent to purchase grading rights for a parcel located at 1027 N. Lincoln Road in Escanaba, in the amount of $2,400.

The proposal was also provided to the Delta County Chamber of Commerce and verified for consent by Executive Director Vickie Micheau. The proposal is currently set to expire July 16.

Board members will also discuss a potential Headlee Millage Override in Delta County.

According to the meeting agenda, the Finance Committee is seeking input on the potential of asking county voters to restore the millage rate to its originally approved rate by removing the Headlee rollback.

Under the Delta County General Operating Millage Override Proposal, voters may be asked to return, or override, the Delta County Operating Millage rate from the current 4.9804 mils back to the statutory rate of 5.4500 millage rate, allowing the county’s general fund to capture the full millage approval rate as established in 1976.

Other business to be discussed includes, but is not limited to:

– Brownfield Authorities: Abigail Hanson, Brownfield coordinator with the Department of Environment, Great Lakes and Energy (EGLE), along with Anne Giroux, director of development with Invest UP, will present information on Brownfield Authorities to the board. The presentation is expected to provide guidance on the process of reestablishing Delta County’s Brownfield Authority.

– The FY 2025-26 Hazardous Materials Emergency Preparedness (HMEP) Grant agreement: Emergency Management Coordinator Paul Geyer’s grant application was approved by the board back in February, and the awarded grant now needs to be approved and submitted. The grant provides funding to the county through the Local Emergency Planning Committee (LEPC) for updating existing and preparing new Off-Site Response Plans for facilities within the county that are required to report quantities of and types of chemicals under the Superfund Amendments & Reauthorization Act (SARA).

– Service center office remodel Request for Proposal (RFP): A RFP was drafted by county administration in conjunction with Building and Grounds to remodel office space in the Delta County Service Center located at 2920 College Ave. in Escanaba. The remodel will provide two new offices and a front desk window to establish space so that current tenants can relocate to make room for Delta County Central Dispatch at the center.
