Brown named Elks Law Enforcement Officer of the Year

ESCANABA — Escanaba Elks Lodge 354 of the Benevolent and Protective Order of Elks of the United States of America has selected Special Agent William C. Brown as the Elks Law Enforcement Officer of the Year for the 2017-2018 Fraternal Year. Brown is a special agent with the Social Security Administration, Office of Inspector General, Office of Investigations, Grand Rapids Resident Office.

Brown has been a federal law enforcement officer for the last 18 years, working for the Social Security Administration, Office of Inspector General. Originally from Cleveland, Ohio, Brown was transferred to the Grand Rapids Resident Office in 2006, which he has called home since. His second home remains in Escanaba, as his office is assigned all of the Social Security fraud cases for the Western District of Michigan, which includes the entire Upper Peninsula. According to Brown, he should have been born a “Yooper” because he loves working in the U.P. — “God’s country,” he says.

In addition to being an active law enforcement officer, Brown is also an adjunct professor at several institutions including, Grand Valley State University, Muskegon Community College, the National White Collar Crime Center, and at the Inspector General Academy. He holds dual Bachelors of Arts Degrees in both criminal justice law enforcement and accounting. He holds a Master’s of Science Degree in Digital Forensic Science.

Beginning in late 2016 and culminating this past year, Brown spearheaded a local operation that lead to the arrest and prosecution of five individuals in Delta County. The Social Security fraud cases that were investigated affected both the Title XVI and Title II programs and involved violations of the Social Security Act through concealed work activity, resources, income, and representative payee misuse. Brown worked closely with local law enforcement and the Delta County Prosecutor’s Office to conduct a thorough investigation involving their schemes to defraud the SSA. His work on these cases resulted in total court ordered restitutions in the amount of $177,465.81 to the SSA, and exactly 339 days of incarceration between the five former beneficiaries and representative payees. When asked about this operation, Brown commented, “The citizens of Delta County don’t know how lucky they are to have such an amazing group of law enforcement and prosecuting officials working for them.”
