GLADSTONE - The Gladstone City Commission took one more step toward an ordinance regulating the parking and storage of recreational vehicles on city streets during its meeting Monday.
The proposed ordinance is designed to address complaints received by the city that residents were blocking the flow of traffic with recreational vehicles and people had taken up seasonal residence in recreational vehicles parked on city streets. Residents will have an opportunity to weigh in on the proposal before it is voted on at the March 10 regular commission meeting.
"We've had some complaints in the past that RVs have been used as housing units, so to speak, for an entire summer...," explained Public Safety Director Paul Geyer.
The proposed ordinance would limit the amount of time a recreational vehicle - such as a travel trailer, boat, or camper - could be parked on a city street to 48 hours. During the 48-hour window, the vehicle could only be parked for the purposes of loading or unloading. No water or electric cables would be permitted to cross the sidewalk to the vehicle.
A public hearing on the proposed ordinance will take place at the March 10 commission meeting. However, there were concerns raised over the early date of the hearing.
People who are snowbirds won't have any knowledge of the proposed ordinance, noted Commissioner Jay Bostwick.
A public forum on the ordinance was held on Jan 27. Because the ordinance has been under discussion for some time, the commission voted to go ahead with the early public hearing date.
"I would be inclined to say that we need to continue to move on this. I understand your concern but this ... question has been asked before. It's been gone over before," said Commissioner Matt Gay.
Concerns were also raised that if the commission delayed acting on the ordinance, no ordinance would be in place this summer and public safety officers would not be able to act on complaints.
Because the new ordinance would not be in force until 10 days after it had been published, the earliest it would go into effect would be March 26.
In other business, the city:
- received a check for $166,979.65 from the Community Foundation For Delta County from the Dr. Mary Creten Trust Fund.
- approved a declaration of trust with the Gladstone Housing Commission. It allows the housing commission to continue receiving funding from the Department of Housing and Urban Development by ensuring the commission will exist in 20 years.
