Over time, many have complained about the money Congress gets for doing essentially nothing. So Congress has come up with a bill called, "No Budget, No Pay." That is, if they don't come up with a budget, they don't get paid. All across the country, folks are saying, "Yeah, great, that's what we need."
All across the country, the gullible are being gulled, yet again. This is one more congressional hoax, my friends, and here's why. The 27th Amendment to the Constitution states, "No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of representatives shall have intervened," They have no authority to immediately increase or decrease their own pay. So, the salaries of the members of Congress would be placed in escrow until after the next election, when it will be paid, with interest, to the congressperson. Budget or no budget. And then, of course, a new session starts, so a new budget must be passed, or new salaries put into escrow. It costs them exactly nothing, except perhaps a little inconvenience. Most of them could well afford to defer paychecks until the next election.
Personally, I think this whole budget thing is just a distraction. We've gotten along without one for four years, and the stock market is at an all-time high, profits are up, we are paying off our war debts, and housing is up. Our last president simply chose to leave some major expenses off-budget. Both wars were funded entirely by "emergency appropriations." In fact, over the last 50 or 60 years, we have only completed a budget on time four or five times. This House simply refuses to pass anything the president sends to them, then cries because nothing passed. The business of government goes on in spite of the government, just don't let them bamboozle you.
