Well this makes perfect sense. They can't keep the huge mounds of snow out of the roads, it's like driving in an off road race in town, you call and ask for a tree to be taken care of and it doesn't happen, and they don't take leaves from the street anymore all three because the city has no money. But... hey yeah, lets build a new building for all the stuff they don't do. Makes sense and they wonder why people want out of Gladstone. Unreal.

Agreed, why do you need a new building to maintain equiptment that you never use. Instead use the money to take care of the roads,etc properly.
