Twelve Hundred Licenses - Residence, $100. Out of State $500. with only 43 wolves to be slain legally.. uh, wait a minute.. what happens to that guy who shoots the 44th wolf? and how do you now he did? "Bill I bagged a wolf!", "Fred, that was wolf #44 didn't you hear the news this morning.. you just poached a wolf.. turn yourself in" Right..

At the very least offer a 50% refund on the license fee - that way there'll be reward for bringing down a wolf, a reason to prove you shot one..

you paid $500 for a license - geared up to come hunt a wolf.. and the radio announced that.. the 43 wolf was just bagged.. $500 down the toilet. If the plan is to wipe out 43 wolves.. shouldn't there be a lotto and only 43 tags issued?
